The Policing and Community Safety Authority (PCSA) became operational on 2 April 2025, with the passing of the Policing, Security and Community Safety (PSCS) Act 2024.

Higher Executive Officer Strategy, Research and Insights

  • A comprehensive CV (see CV Guidance Note in Appendix 1 of this Booklet);
  • A completed Key Capabilities Form, setting out specific examples demonstrating each competency. An overview of the relevant key competencies for this role, and the Key Competencies Form, are provided in Appendix 2 of this Booklet; and,
  • A short cover letter (no more than one page in length) outlining why you wish to be considered for the post.

Over the next three years, we plan to grow our workforce to 65 full-time equivalent positions to support the work of this young and expanding organisation.

  • Strategy, research and insights – setting strategic and policy direction,
    supporting the work of the wider organisation by providing policy
    guidance and research insights.
  • Oversight delivery – conducting inspections and providing oversight of
    the policing activities and initiatives of An Garda Síochána.
  • Outreach and engagement – communicating and engaging with external
    Stakeholders, partner organisations, media and the general public.
  • Business services – providing enabling resources, technology and
    infrastructure to the wider organisation, along with the creation of a
    secretariat to the PCSA.
